Forms that are not listed as a link below are not available online and can be requested by calling 410-887-3616. To request a business license not listed below, call the Clerk of the Circuit Court at 410-887-2607.

For any application that has associated fees, include a check or money order made payable to “Baltimore County." Emailed applications will not be accepted. Animal Licenses
You may apply for an animal license online, by mail or in person.
Holding Facility Licenses
Holding Facility Licenses cover the following license types:
- Commercial kennels
- Fancier kennels
- Grooming parlors
- Pet shops
- Riding or boarding stables
- Nonprofit holding facilities
Licensing More Than Three Dogs in a Home
If you have more than three dogs, you are required to obtain a holding facility or kennel license. To find out if you are zoned for a holding facility or kennel license, please determine your zoning classification by visiting My Neighborhood, as well as, contact the Zoning Review Office at 410-887-3391 or paizoning@baltimorecountymd.gov to determine that your property is within a permitted zone. If your holding facility, kennel or property address is located within a permitted zone, download and complete the application. Amusement Device License (Coin-Operated)
Note: A simulated gaming device or simulated gaming machine is defined as any amusement device equipped with a knock-off device that enables an owner or custodian of the device to remove free plays or other game credits accumulated by a winning player, or accumulates credits or has a bonus feature.
Complete the Backyard Chicken License Application.
License requirements include:
- A license from Baltimore County to be renewed every three years
- No roosters (male chickens)
- Hens must be registered with the state of Maryland by completing the Maryland Poultry Registration Form
- Coop and run requirements:
- An engineered scaled site plan showing coop and either a run or a free range area, including fences and lot boundaries
- Coop must be fully fenced and be entirely located in rear yard, no higher than eight feet, 25 feet from any neighboring residence, and set back at least 10 feet from a side or rear property line
- Coop must be at least eight inches above the ground unless constructed with concrete footers, aprons or other dig-deterrent barriers
- Coop size must be three square feet per hen
- Hens must have adequate access to a run or free range area that is a minimum size of four square feet per hen
- A written statement must be included that addresses:
- How proper litter management will be provided
- How potable water and proper feed will be provided
- How all feed will be stored and in what type of container
- What kind of material will be used to construct the coop
- Property must be owner-occupied
- Dwelling type must be a single-family detached dwelling
- Property cannot be part of a rat eradication program
The number of hens allowed depends on the property size. If the property is:
- 10,000 square feet, four hens are allowed
- 20,000 square feet, six hens are allowed
- 30,000 square feet, eight hens are allowed
- 40,000 square feet, 10 hens are allowed

Applications must be received not less than 14 days before the date of the proposed event. Submit original application by mail or in person to the address listed on the application.

Note:
A License Agreement (Right of Entry License) is required for all events held on County-owned property. A representative from Baltimore County will contact the applicant after an application for a Nonprofit Gathering or Public Exhibition has been initiated and submitted by the applicant to the Department of Permits, Approvals and Inspections—Miscellaneous Permits and Licenses Division.
This does not include events held at a Recreation and Parks facility. Contact the Department of Recreation and Parks regarding their event requirements at 410-887-3871.
Applications must be filed not less than 60 days before the date of the proposed event. No marking on pavement—spray painting or placing any sign or mark on the roadway is prohibited. The sponsor must obtain and provide proof of insurance coverage to do business in the State of Maryland and remain in effect until termination of the event.
As condition for the issuance of a parade permit, you must notify the residences and businesses along the parade route of the date and time of the event one week prior to the event. This can be done by posting signs along the parade route in substantially the same format as set out in the attached Notification to Public. Posted signs must be removed immediately after each event.

Find more information on residential parking. You can download and print a Residential Parking Application packet or apply online. The license year is August 1 to July 31 of each year. Residential parking is available only for designated areas in Baltimore County.
