The Parking and Automated Enforcement section enforces County regulations—which have been specifically designed to promote safety on County roads, streets and alleyways—expedites traffic flow and promotes the proper use of parking spaces.
Request Citation Number
Baltimore County will provide your citation number by email or telephone. To request your citation number call 410-887-8154 or email payments@baltimorecountymd.gov. Baltimore County will need your vehicle tag number to complete the request.
Request a Hearing
To request a hearing for a speed or red light citation, you must call 410-887-2777 within 40 days of the issue date.

Every effort is made to assure the public that payment of a violation is an easy and efficient process.
Nonpayment Lawsuits
A lawsuit filed by the Director, Office of Budget and Finance for Baltimore County is not a traffic court case, therefore, the website options to "Request a Hearing" or "Appeal a Ticket" do not apply to this lawsuit, please refer to the court documents for an explanation of court proceedings and fees. In order to make a payment on the lawsuit, please use the "Pay a Ticket" option and have available the license plate number(s) listed on Exhibit 1 of the court documents, entering each license plate number will list all tickets on that vehicle so that a ticket may be removed or added to the cart for payment. Online Payment
Pay tickets online using Visa, MasterCard, Discover or American Express. A convenience fee will be charged for each transaction. If you received a handwritten ticket, it may not appear in our online system right away. We encourage you to pay handwritten tickets by mail or in person.

Function of The Parking and Automated Enforcement Violation Payment System and the Consequences of Using It
The Parking and Automated Enforcement Violation Payment System is designed as a payment mechanism for parking, red light and speed zone violations issued by Baltimore County Government. This is a service created for the convenience of the public. Payment of the violations will be construed as a waiver of important substantive rights, including the right to stand trial and any right you might otherwise have to contest the validity of the ticket or to contest the amount of applicable fines, fees, or penalties. Payment of a violation is conclusive evidence of guilt. If you dispute the validity or amount of the violation or if you have questions about the violation, you should not use the Parking and Automated Enforcement Payment System.
Late Fees and Penalties
Completion of a payment transaction is contingent upon both the authorization of payment by the applicable credit card or debit card company and receipt of your payment by Baltimore County. In the event your payment is not processed, your liability shall remain outstanding and unpaid. Late fees and applicable penalties will continue to accrue. We will credit your payment on the date we receive the electronic payment from your credit card company.
A fee of $35.00 will be administered in addition to the amount of any dishonored check under § 15-802 of the Commercial Law Article.
Fees for Service
If paying by credit debit card, you will be charged a convenience fee for this service. The convenience fee is included in the total charge for the transaction.
Use and Storage of Information
To process your payment, we will accept certain information from you. Your use of the Parking and Automated Enforcement Violation Payment System constitutes your consent to our use of the information as described in this notice. Initially, we will collect information regarding the violation (violation number and amount of the fine) as well as your license tag information (optional). To complete the transaction, you will be required to provide your name, the name of the person paying the credit card or debit card; a daytime telephone number; and credit card or debit card identification, number and expiration date. We also will ask for your address, a business telephone number and an email address, but you will not have to supply this information in order to complete the transaction.
No Baltimore County agency or employee will have access to the Parking and Automated Enforcement Violations Payment System electronic information other than the employees who maintain the administrative interface for the violations. The information will not be disclosed to other entities or third parties, except as required by law. It will not be used for any purpose other than to pay the violation fine.
We will collect IP addresses of persons who utilize this service for compilation purposes only, so that we may adjust and modify this program as the need arises. This information is not linked to personal identifying information.
In certain applications on this website, items of user information are stored as cookies, which are then sent back and stored on the user's computer. The Parking and Automated Enforcement Violation Payment System is an application that uses cookies. This information is handled in the same way as other user information obtained by the County. No user information is gathered through cookies except that which is needed to run the specific application.

Pay By Mail
Send the Office of Budget and Finance a copy of your violation along with a check or money order payable to Baltimore County Maryland.
Pay In Person
Visit the Violation Payment Office in Room 151. You may use Visa, MasterCard, Discover or American Express, check, cash or money order to pay violations. A convenience fee will be charged for each credit or debit card transaction. This convenience fee covers costs associated with the transaction and is not a fee that Baltimore County can pass along to the general taxpayer.
Instructions for requesting an appeal for a ticket are located on the back of the ticket. Requests for appeal must be received within 10 days of issuance of parking tickets and within 40 days of issuance of automated enforcement tickets.

Appeal By Mail
If you have misplaced the original ticket, you may make a written request which must be must be submitted within the prescribed time frames and must include your name, address, tag number and signature. Send the request by certified mail to the Office of Budget and Finance's Parking and Automated Enforcement Office.
Appeal In Person
To request an appeal in person, visit the Office of Budget and Finance's Violation Payment Office.
VR-119 Flag Release Form
Vehicle owners can obtain this MVA form from the Violation Payment Office after payment of all outstanding parking, red light or speed violations. The form serves as proof to the MVA that the vehicle owner has satisfied the delinquent violations and releases any flag on the owner’s registration renewal application. How quickly the release can be issued depends on the payment type:

To request your release, you must call the Baltimore County Parking and Automated Enforcement Citations section. Releases will be issued the same day the payment was made if paying in person by cash, money order or Discover Card. If the citations are paid online or by telephone, the release will be issued the following day. If paying by personal check, the release will be issued after 15 business days.
If you do not know your violation number, call 410-887-8154 or email payments@baltimorecountymd.gov to retrieve it. You must provide the vehicle registration number with the request.
Fees and Penalties

Vehicle Impoundment
A vehicle is subject to impoundment if it has three parking tickets that are more than 30 days past due.

- School Zone Speed Monitoring System Violation—For questions, call 1-866-790-4111.
- State of Maryland Safe Zone Speed Program Tickets—For questions, call 1-877-578-7440. This program is not sponsored by Baltimore County.
- Handicap Placard Citation—Baltimore County will ticket if your handicap placard is not visible or is expired. The County also will ticket if your placard is visible but you are parked at a meter in excess of the time allowed for handicapped parking. Vehicles with handicapped placards are allowed double the time limit of the meter.
