Councilman David Marks
It is an honor to represent the people of the Fifth District on the Baltimore County Council. The Fifth District stretches from Harford Road and Perring Parkway on the north to Wilson Point on the south, encompassing communities such as Carney, Perry Hall, Kingsville, White Marsh, Chase, Middle River and Bowleys Quarters. This is a beautiful district that includes Baltimore County’s waterfront and some of the most iconic places on the Eastside.
My goal is to provide bipartisan, independent leadership for these neighborhoods on the County Council. I will always try to find common ground on issues that come before the County Council, but not hesitate to be an independent voice on matters of conscience or good government.
My priorities are very clear. We've worked to reform government by passing numerous bills that make the development process more accountable to residents and community associations. We've preserved open space by advancing more than eleven new parks and preserving thousands of acres of land as open space. And we're working to build new schools—including three new campuses in the Fifth District since 2018—and strengthen neighborhoods throughout the Eastside.
These are tough issues and I welcome your input, but I also understand that many residents simply need help with basic concerns. Our office will do its best to answer questions you may have about public safety, code enforcement, and other issues.
