Francis Scott Key Bridge Incident Updates

The Local Management Board (LMB) fosters the efficient delivery of government and private resources by developing an interagency system of care that addresses the wellbeing of children, youth and families in Baltimore County. The LMB utilizes the following strategies:

  • Identify and prioritize critical issues affecting children, youth and families in Baltimore County
  • Select evidence-based and best practice programs to address prioritized issues
  • Develop the financial resources to create and sustain selected programs
  • Build an interagency service delivery system to support program implementation
  • Provide ongoing program management and evaluation to ensure positive outcomes for Baltimore County children and families

The County Executive appoints members to the LMB that represent both public and private interests and possess expertise on child, youth, and family-related issues. The LMB utilizes a Results-Based Accountability model in establishing and prioritizing efforts to improve child well-being in the jurisdiction. Specifically, decisions are made in the context of what we are trying to accomplish, data, partner needs and critical strategies. By consistently posing these questions, the LMB and its partners will assure that resources are directed to areas of need.

Continuum of Services

This interagency service system provides a continuum of care that is child, youth and family oriented, emphasizes prevention, early intervention and community based-services and gives priority to children, youth and families most at risk. The LMB has administrative, fiscal, monitoring and evaluation oversight responsibilities for the following services.

Healthy Families Home VisitingFamilies must enroll prenatally or within three months of birth. Services are provided in the family home until the child’s third birthday.Abilities Network
Homeless Youth Outreach ServicesLimited case management services focus on locating homeless youth, meeting their basic needs and connecting them with a broader array of more intensive services.Prologue
Lighthouse

Behavioral health counseling services for children, youth and transition-age young adults (age 24 and under) experiencing mental or emotional distress, effects of trauma or family dysfunction (current or past), or disturbances in behavior that have caused them to be referred by family, school or community agencies. The community-based clinic located in Catonsville serves the following communities:

  • Arbutus
  • Halethorpe
  • Lansdowne
  • Riverview
  • Woodlawn
Lighthouse
Local Care Team (LCT)Youth with intensive behavioral health needs can receive assistance with accessing/coordinating and developing plans of care for community-based services. Families with children or youth with complex needs who are at risk of out-of-home or out-of-state placement, or who are in crisis, are identified as priorities.Mary Leslie, LCT Coordinator

Multisystemic Therapy for Emerging AdultsFor transition-age young adults ages 17 to 24, with a serious, diagnosed behavioral health disorder. Average length of service is six to 12 months.Community Solutions
